Early History
During the 1970’s this property was planned to be developed as the third subdivision of Payette River Estates. However, Valley County does not allow for residential development within a flood plain in which most of the property lies. In 1999 after a 3-year legal battle, the adjoining subdivision of Payette River Subdivision #1 (PRS #1) successfully sued the county to stop the development. During the legal struggles, the Payette Land Trust (PLT) approached the owner about placing a conservation easement on the property as part of the settlement, but the owner was not interested. Over the following years the owner alternated between efforts to sell the property or additional development attempts which were closely monitored and challenged by the Property Owner’s Association of PRS #1.
